Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the presentation of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been contained. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: an extensive attack of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are waged: hopeful statements are delivered from multiple capitals. Considerable effort is devoted on restraining certain initiatives. By night, Moscow clearly shows the world that, for them, military action persists as the primary tool for achieving "peace".
Nighttime Reality
As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor missile launches from Russian territory, a capacity provided through up-to-date information. From witness perspectives, defense planes that had been deployed to engage hostile aerial threats streaked across the sky – modern combat jets provided to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense thundered: defensive missiles fired to intercept a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by allied countries. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly becomes sober acceptance: maybe the hostile projectile won't cause damage this time, preventing destruction from ruin and further power outages.
Persistent Threats
Following this, a automatic firearm engaged a drone close by, part of a defensive team – most likely imported technology. Regrettably, the projectiles didn't strike the opposing UAV – it maintained course toward its objective.
Periodically, this carried on until dawn. Kyiv faced the early updates: multiple fatalities, devastation and utility failures in many homes as a result of the evening attack. As typically, everyone still maintained normal activities – living the war. But those entire period demonstrated Ukraine's essential dependence on Western support – a need that European nations are demonstrably unable to replace in the short term.
Failed Diplomacy
The detailed framework from American leadership provoked deep reactions, controversy and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.
Every new initiative from US leadership adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually secure success. This trend will, undoubtedly, persist.
Tactical Assessments
It is easy to blame specific actors of persistently promoting Moscow's conditions. But that does not seem to be the whole story. US administration functions according to a assumption well known to seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The American government believes that it is unfeasible to pressure the Kremlin to relinquish the land that it already controls in Ukraine's occupied territories.
The issue is that while acknowledging this situation, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from thinking that the situation will not shift further in its advantage in the coming year.
Opposing Positions
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their reason to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to end hostilities, but they will continue as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing people and territory but avoiding a entire defensive failure until circumstances change in its benefit.
Existing Situation
Factually, there are no actual prerequisites for a truce. Now, subjective factors are coming into play: political desires to mediate resolution and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unsuitable, so that their priority does not move to domestic problems. And although their task will now be much harder after recent developments, it remains very improbable that this will alter their fundamental strategy.
These opposing factors are guiding negotiations.
Assessment and Future
It took a mere seven days to terminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, recent disclosures, all achieved their purpose.
While new proposals based on previous concepts are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they stand together and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
